PHYSICAL SECURITY ASSESSMENTS · SOUTHERN CALIFORNIA

Every doorway is a decision. We help you make the right ones.

Every in-person assessment is run by a Marine Security Guard veteran with overseas embassy security experience. Houses of worship, nonprofit facilities, commercial property, private residences. All of it held to the same standard.

FUNDING FOR NONPROFITS

Two programs fund security upgrades for nonprofits and houses of worship. Neither will look at you without an assessment.

UP TO $250,000 PER SITE

FEDERAL NSGP
$200,000
per site, for as many as three sites
CALIFORNIA CSNSGP
$250,000
per site, $500,000 maximum per applicant, out of $76 million in the last round

That money goes into your building, not to us. It pays for the doors, cameras, fencing, lighting and other hardening the assessment identifies. What we produce is the document that gets you as far as the application, written around the categories the Cal OES worksheet asks about.

There is more detail on how both programs treat the assessment on the grant assessment page. We are not a grant writing firm, and we will say so if that is what you need. If your deadline is inside the next 90 days, say so when you write, and we will tell you honestly whether we can finish in time.

Open to nonprofits, houses of worship included; commercial and residential property is not eligible. Figures are from the FY2026 NSGP notice of funding opportunity and the 2025–26 CSNSGP RFP and change by cycle, so confirm the current ones when you apply. We do not guarantee any application will be awarded.

THE ASSESSMENT

What we walk, what we write down, and who gets to see it.

SIX CATEGORIES · WRITTEN REPORT IN TWO WEEKS

We assess buildings the way we assessed embassies.

Most security assessments are equipment inventories. Someone counts your cameras, checks your locks, and recommends more of both. We look for where someone gets in, where nobody is watching, and where five minutes of planning saves you a much worse day.

We do that across multiple visits at different times of day, including whenever the property is busiest. One afternoon with a clipboard will not tell you the difference.

Perimeter & Fencing

Line of sight, lighting, gaps, and anything that makes the property line easier to cross than it should be.

Entrances & Egress

Access control, door hardware, and evacuation routes if people need to get out fast.

Vehicle Access

Standoff distance, entry points, and drop-off flow during your highest-traffic services and events.

Camera Coverage

Camera coverage, blind spots, monitoring, and how long footage is actually retained.

Staffing & Post Orders

We review your staffing levels, training records, and post orders, and whether written protocol matches what actually happens on the ground.

Emergency Coordination

Your relationship with local law enforcement and whether staff know the plan if something happens.

Every finding is written the same way.

You do not get a list of concerns. Every finding follows the same structure, so your board can read it, your facilities manager can act on it, and your grant writer can cite it without calling to ask what we meant. The report comes back inside two weeks of the last visit.

ANATOMY OF A FINDING STRUCTURE, NOT A CLIENT EXAMPLE
LOCATION

Where on the property, specific enough that someone can walk to it without us.

CONDITION

What is there now, observed and photographed on site. What we saw, not what we assume is typical.

RISK

What the condition makes possible, and under what circumstances. Tied to how your building is actually used, including the hours when it is fullest.

RECOMMENDATION

The specific fix: product class, placement, and scope. Never "consider improving."

COST TIER

Low, moderate, or capital, so you can sequence the work against a real budget instead of treating every finding as equally urgent.

GRANT ELIGIBILITY

Whether the finding maps to a fundable category, and which one, so the application writes itself from the report.

HANDLING

Your report is a map of your weak points. We treat it that way.

  • We deliver assessments encrypted, to recipients you name in writing. We do not send them as open email attachments.
  • We do not publish client names, and photographs taken on your property are used in your report and nowhere else. Never as marketing, without your written permission.
  • We keep our working copy only as long as the engagement requires, and destroy it on your request.
  • We will sign your NDA, or provide ours.
WHO WE ARE

Built on time actually spent doing this.

Every in-person assessment is conducted by a Marine Security Guard veteran with overseas embassy security experience. That holds for every engagement. It is not a note about who happened to be free that week.

Nobody walks your property who has not done this work at a diplomatic post. You will not get a junior inspector with a checklist and a clipboard.

COMMON QUESTIONS

What people ask before they call.

SIX QUESTIONS

Do the nonprofit security grants actually require a vulnerability assessment?

Yes, both of them. The federal NSGP requires a site-specific vulnerability or risk assessment attached to the application, and requires that everything requested in the Investment Justification align directly to it. California's CSNSGP requires a completed Cal OES Vulnerability Assessment Worksheet.

That alignment rule is the part organizations underestimate: anything the assessment failed to identify is money you are not permitted to ask for.

How long does an assessment take?

Site visits run across several days, at different times of day, including at least one visit when the property is at its busiest. The written report is delivered within two weeks of the final site visit.

If you are working against a grant deadline inside the next 90 days, say so when you write and we will tell you honestly whether we can finish in time.

What does it cost?

It depends on the property. A single building is not a multi-structure campus, and the number of visits scales with how the place is actually used. The first conversation is free and carries no obligation, and that is where scope, timing and a price get settled.

Do you sell or install security equipment?

No. We hold no vendor relationships and take no commission or referral fee on anything named in a report. We recommend free and low-cost fixes before equipment as a matter of policy.

We are also not licensed by the California Bureau of Security and Investigative Services, so we do not provide guard services, patrol, alarm sales or installation, or investigative work. Those get referred out.

Do you write the grant application as well?

No. We produce the assessment the application has to be built on. Because every finding already carries its condition, risk, specific recommendation and cost tier, a grant writer transfers material out of the report rather than reconstructing it.

Where do you work?

Los Angeles and Orange counties. Every assessment is built on multiple on-site visits, so the service area is the area we can properly cover on foot and repeatedly.

GET IN TOUCH

Let's look at your property.

First conversation is free. We only take a few assessments at a time so nobody gets rushed through a walkthrough. Tell us about the property and we will come back with scope, timing and a price.

Threshold provides security assessments and written recommendations only. We are not a licensed private patrol operator, alarm company, or private investigator, and we do not provide guard services, patrol, alarm sales or installation, or investigative work. Those requests are referred out.

Keep this general. Don't describe specific weak points in your building over email, including to us. We will cover that in person.
